What a woman wears or wore should be irrelevant in terms of justice for a crime that took place. It shouldn’t even be part of the discussion because apparel should not be discussed as a means for excusing the accused.
There is a difference however between being proactive and letting what women wear or do be used as a means for an excuse.
Of course men should be taught not to rape. But there are people that do what they’re not supposed to do in just about every and any scenario. If you reduce the number of rapes in a certain state or city by 95% you still have the 5%. People will do what they’re not supposed to do. You can’t depend on the human decency because in some people it doesn’t exist.
With that said I think it doesn’t hurt for women to take precautions. The idea of avoiding certain areas during certain times of the day isn’t something a woman should have to do in order to not get raped. It shouldn’t be her responsibility and it’s not, but in consideration of the fact that there are fucked up people in the world — it doesn’t hurt to keep time zones in mind. It’s a similar concept to pepper spray. You shouldn’t ideally ever have the need for pepper spray and so you shouldn’t have to keep it on you. But we advise women to anyway.
Again, I highlight it as an option and a guide to being extremely cautious. Not as something that I think women should be responsible for. None of these things should be used as a means for excusing any type of behavior. It’s irrelevant. But the grim reality is still that at the end of the day we can’t control what people do. We can only control what we do. Life is unfair. If there is something that you think you can do to help avoid situations of the sort— then by all means. Do them.
